In the US, only a handful of states have explicit dog restraint laws for car travel: New Jersey, Hawaii, and Rhode Island lead the list. In Canada, no province requires in-cabin restraint outright, but British Columbia fines lap-dog drivers $167 plus 3 licence points under distracted driving rules.

Everywhere else, you are not automatically in the clear. Distracted driving and careless driving laws apply in all 50 states and every province, and a loose dog is exactly the kind of thing they cover.

Beyond these three, roughly a dozen states regulate how animals ride in open truck beds, including California, Oregon, Rhode Island, and Washington. A loose dog in a pickup bed is illegal in those states unless secured or caged.

What Happens in States With No Specific Pet Law?

Police reach for the general statutes.

A dog on your lap, blocking your mirrors, or climbing between seats can support a distracted driving or careless driving citation in any state. Fines across the country range from under $60 to $1,000 or more depending on the charge.

The pattern is the same on both sides of the border. The law rarely says "dog seat belt" out loud, but a loose dog gives an officer plenty to write about.
